Question:

Can sign restrictions displayed public view also apply to signs taped to the inside of the homes garage window facing the street?

Answer:

A homeowners association’s board has the power to make, and enforce compliance with, reasonable rules and regulations relative to the operation, use and occupancy of the property. I would think that a rule adopted by the board which restricts or regulates signs which are displayed within a home, but are visible to other homeowners and members of the community, is reasonable and enforceable. The Board has a proper purpose to regulate signs which may be aesthetically unpleasing and offensive to neighboring homeowners and other members of the community.
